Please write the Current State Analysis section of the paper (Operational Issues )
Three things to mention:
Sub-contractor: different time zone, hard to reach them
Scope of work: bottleneck situation, while solution architect and estimator figure things out. Other teams have to wait
Write proposal: Project manager is the last person has to write proposal after every one in other teams figure out the solution, not effective and proposal always get delayed.
